Q2 — County compliance
Spotsylvania County septic pump-out program requirements
Spotsylvania County requires most septic systems to be pumped out at least once every five years under a real county ordinance — here's how the program actually works.
Spotsylvania County requires most septic systems to be pumped out at least once every five years, under Virginia Administrative Code 9VAC25-830-130 and County Ordinance Chapter 6A, Section 13(g). This is a real, enforced county compliance program administered by the county's Environmental Codes Department (Chesapeake Bay Preservation Area division) — separate from the Rappahannock Area Health District's septic permittingwork covered on the RAHD/VDH permitting page.

How to comply, step by step
- Confirm the program applies to your property. The program covers most on-site septic systems in Spotsylvania County that do not require a separate Virginia Pollution Discharge Elimination System (VPDES) permit — in practice, the large majority of standard residential septic systems in the county.
- Watch for your county notice. Spotsylvania County mails property owners a notice with their required pump-out date, based on county records of the system's install date or last recorded pump-out.
- Schedule the pump-out. Hire a licensed septic pumping contractor to pump the tank before your due date. This is the same service covered on the septic tank pumping page.
- Collect proof of service. Keep the contractor's receipt showing the date of service and the contractor's information — the county accepts a scan or photo of this receipt as proof of compliance.
- Submit proof to the county. Email the required details (property address, owner name and contact information, and the receipt) to Spotsylvania County's Environmental Codes Department, or mail a hard copy to the department's CBPA Pumpout address.
What if you don't know your due date?
If you haven't received a notice or aren't sure of your status, Spotsylvania County's Environmental Codes Department is the right point of contact — check the program page above for current contact details rather than relying on a third-party estimate of your specific date.
